El Salvador and Argentina Strengthen Ties in Digital Asset Regulation and Tokenization

On May 12, the National Digital Assets Commission (CNAD) of El Salvador visited the headquarters of Argentina’s National Securities Commission (CNV) to deliver a specialized workshop on tokenization. The meeting took place within the framework of the Memorandum of Understanding (MoU) currently in force between both nations, aimed at exchanging regulatory and supervisory experiences.

The Salvadoran delegation was led by Willian Serrano, from the Tokenization Financial Analysis department, and Jorge Velásquez, a Blockchain Traceability expert. Representing Argentina’s CNV were President Roberto E. Silva, Vice President Sonia Salvatierra, and Directors Laura Herbón and Manuel Calderón, reinforcing the institutional significance of this alliance.

The event was attended by managers from key areas such as Issuers, Financial Trusts, Mutual Investment Funds, Strategy and Technological Innovation, along with specialized technical teams. This collaboration strengthens both institutions’ commitment to leading financial innovation in Latin America.

Innovation and Supervision: The Core of the Discussion

The workshop, designed to strengthen the financial education of CNV’s technical teams, addressed key topics shaping the future of the regional market:

  • RWA Tokenization and Stablecoins: Analysis of public offering issuances of Real-World Assets (RWA).
  • The Salvadoran Model: Technological standards applied to exchange platforms and tokenization processes.
  • P2P Market and Traceability: Innovation within the supervisory perimeter and the use of tools for tracking transactions on the blockchain.

A Regional Benchmark

Since 2021, El Salvador made history by adopting Bitcoin as legal tender, driving a profound transformation in its economy. This step paved the way for the creation of the National Digital Assets Commission in 2023, whose work has gained international recognition.

Thanks to the maturity achieved by Salvadoran regulation in the field of digital assets, this experience has become a strategic benchmark for Argentina. The objective is clear: to leverage El Salvador’s achievements in order to strengthen and expand the digital asset ecosystem across the region.
