On May 5, 2025, a new milestone in the digital transformation of El Salvador’s public sector was achieved. More than fifteen members of the National Commission of Digital Assets (CNAD) successfully completed the Postgraduate Program in Crypto, Blockchain, and Decentralized Finance, delivered online by the prestigious University of CEMA (UCEMA) in Argentina over the course of eight months.
This institutional achievement also reflects the visionary leadership of CNAD President Juan Carlos Reyes, who not only took part in the academic program but has been the primary driving force behind this training initiative. He firmly believes that human capital is the cornerstone for positioning El Salvador as a global benchmark in the digital asset space.
The postgraduate program provided comprehensive training to understand the dynamics of the cryptoeconomy and digital finance, with the aim of strengthening strategic decision-making, generating new value propositions, and developing business models based on disruptive technologies such as tokenization, smart contracts, decentralized autonomous organizations (DAOs), and decentralized applications (dApps). Key competencies such as the efficient use of wallets and programmable money were also addressed.
The academic curriculum included modules on:
- Introduction to cryptocurrencies and blockchain technology
- Philosophy of Bitcoin and decentralization
- Ethereum
- Decentralized finance (DeFi), sidechains, and Layer 2 solutions
- Crypto-based technological innovation
- Tax and legal aspects
- Trading strategies
- Final integrative project
Thanks to the strategic leadership of Juan Carlos Reyes and the institutional support of Director César Córdova, CNAD reaffirms its commitment to technical excellence and continuous specialization of its team. Graduates not only understand the economic structures behind the crypto world but also possess the practical tools to actively contribute to a more agile, transparent, and innovative financial ecosystem.
This step forward consolidates CNAD as a pioneering institution in strengthening technical capabilities in emerging technologies, under a leadership that champions knowledge as the engine of change.
