President, National Commission of Digital Assets, El Salvador (August 2023 – Present)
Since assuming the presidency of the National Commission of Digital Assets of El Salvador in August 2023, Juan Carlos Reyes has turned a bold vision into a global benchmark. Starting from scratch, he built the world’s most successful digital assets regulatory framework—ranking #2 globally in its first year and achieving #1 in 2025. Under his leadership, El Salvador has established a fair, transparent, and innovative regulatory process, overseeing over $150 billion and attracting industry giants like Tether. In less than 18 months, he assembled an elite team of regulators—technology-savvy experts with over 60 years of combined experience in traditional financial supervision—proving that a solid foundation attracts excellence.

Born in El Salvador and raised in Canada, where he was educated along with studies in the United States, Juan Carlos holds a Bachelor’s degree in Physics and Mathematics, another in Computer Science, and a Master’s in Management from Harvard. With experience in Silicon Valley and 15 years leading a top-tier consulting firm in governance and blockchain, he is a global strategist. He recently became a Certified Cryptoasset Financial Crime Specialist through ACAMS and completed postgraduate studies in Cryptocurrencies at Universidad del CEMA in Argentina.

His vision transcends borders: he promotes a model without geographic barriers for investment and opportunity, sharing El Salvador’s success with the world through collaborative agreements across the Americas and the launch of the first Digital Assets Symposium (DAS) on April 29, 2025 (das.sv). Supporting the presidential vision of making El Salvador the best country in the world, Juan Carlos is working to position the region as a leader in innovation, strengthening global relationships and proving that this approach is a step in the right direction. His social commitment is evident in initiatives like raising over $3 million at age 21 to help rebuild a village in his home country.

Bilingual lawyer and notary with over a decade of experience in overseeing the Financial System, combining deep legal expertise with a strategic vision of the sector. Currently pursuing a Postgraduate Degree in Crypto, Blockchain & Decentralized Finance at the University of CEMA in Argentina, he is strengthening his knowledge of digital assets and financial innovation. His career includes over 15 years in university teaching, training future professionals in key areas of law, technology, and finance.

With an interdisciplinary approach, he masters legal, technological, accounting, and financial tools, enabling him to effectively assume executive roles related to development and innovation in the financial sector. Certified and specialized in Fintech by the University of Cambridge, with experience in financial technologies and their application in global markets, he contributes his expertise to the implementation of technological solutions in both local and international markets, driving the sector’s transformation. His ability to integrate regulation and technology positions him as a key figure in the evolution of the modern financial ecosystem.

Lawyer and notary with 12 years of experience in the private financial sector, providing legal advisory services to companies in Guatemala, El Salvador, Honduras, and Brazil. Currently pursuing a Postgraduate Degree in Crypto, Blockchain & Decentralized Finance at the University of CEMA in Argentina, his career includes extensive knowledge in Corporate Governance, financial regulation, and the application of international standards, ensuring the operational efficiency of entities within the sector.

He has actively participated in drafting key regulations, being part of the private sector advisory board for the proposal of the mandatory insurance law. His academic background includes a Master’s Degree in Insurance Management awarded by Fundación MAPFRE and the University of Salamanca. In addition to Spanish, he is fluent in English and Portuguese, facilitating his work in international markets. His experience, strategic vision, and expertise in regulatory frameworks make him a key ally for companies seeking to strengthen their financial and operational structure in highly regulated environments.
